registered users can use the repository to upload documents or attach documents to forum posts. There's a 1MB limit to docs that can be attached. If your point is to upload a white paper or draft standard to have folks work on collaborative, log into the Wiki (requires a separate logon) and just start a new wiki page with your doc as the contents. The wiki is for collaboration.

I want to load my sub-committee minutes. The Repository doesn't seem to have a category for this and it isn't letting me set up a new category.
